Remodeling of a mixed-use development in Watervliet, Michigan. Completed plans call for the remodel of a educational facility; educational facility; and educational facility.

Watervliet Public Schools is seeking sealed proposals for the purchase, installation, and configuration of a cloud-based door access control system across South Elementary School, North Elementary School, and Watervliet High School / Middle School. The scope of work includes furnishing all equipment, materials, software licensing, and labor necessary to deliver a fully operational system at each building. South Elementary School - 433 Lucinda Lane North Elementary School - 287 W. Baldwin Avenue Watervliet High School / Middle School - 450 E. Saint Joseph Street Hardware: Provide and install cloud-managed access controllers, door readers, and all required mounting hardware. The system must support controllers in 1-door, 4-door, and 16-door form factors for flexible deployment. Quantities to be confirmed during a mandatory pre-bid site walk. Vendors should recommend reader quantities based on observed entry points, such as main entrances, staff doors, gymnasium/cafeteria access, and other exterior doors. Cabling: Provide and install all needed low-voltage cabling, including Cat6 Ethernet cable runs from controllers to door readers and from readers to network switches. Proposals must include per-run pricing for new Cat6 cable drops, identification of existing infrastructure for potential reuse, conduit, J-hooks, cable management, fire-stop materials, and labeling/documentation of all new cable runs per TIA/EIA-568 standards. Labor: All labor for physical installation, electrical connections, network configuration, system programming, and commissioning is required. This includes mounting controllers and readers, connecting to existing door hardware, network integration, system programming (access groups, schedules, lockdown profiles, alert rules), final testing, walk-through, and punch-list resolution. Software & Licensing: The District requires a 10-year software license for the cloud management platform, per-door licensing, firmware and software updates at no additional cost, unlimited administrator and user accounts, and mobile app access for staff. Vendors must provide a year-over-year cost breakdown for ten years and identify any renewal or escalation clauses. Platform Requirements: The system must be managed from a cloud-based platform (no on-premise servers required), feature emergency lockdown functionality, support hybrid cloud failover, native video security integration (integration readiness for future camera deployment but camera hardware is not in scope), support for multiple credential types (NFC cards, key fobs, BLE mobile credentials), guest management and intercom readiness for future additions, a minimum 10-year hardware warranty, open API for integration with other district systems, comprehensive audit trail, modular per-door licensing, fire alarm interface, environmental sensor integration readiness, and NDAA-compliant hardware. Additional Requirements: Vendors must comply with Michigan's prevailing wage laws for public projects and maintain certified payroll records. All personnel present on District property during the project must pass applicable criminal background checks. Question Deadline 04/03/2026 Questions arising from the site walk must be submitted in writing Proposals must include a company profile, relevant experience, manufacturer certifications, a narrative response to each scope area, a detailed product list, a project plan with timeline, references, and a complete cost proposal including licenses and installation.
