The selected firm shall be experienced in providing professional engineering services that include, but are not limited to, the design, funding, bidding, reviewing, construction administration oversight and construction inspection for both governmental capital projects and private development, including all aspects of water distribution, sewer collection, stormwater drainage systems, stormwater detention, capacity analysis, and roadway improvements. Priority will be given to firms capable of assisting with grant applications, reporting, and comprehensive grant administration. The chosen firm will serve as City Engineer as needed, oversee capital project designs and construction, assist or lead grant writing and administration, participate as a member of the Technical Review Committee, coordinate with regulatory agencies, assist with budgeting and planning, review or modify ordinances and specifications, compile funding applications, serve as Project Manager on public improvement projects, provide sewer capacity analysis, attend meetings, periodically review construction sites, update master plans and feasibility studies, recommend subconsultants, and provide other professional or special services as necessary to support City operations and goals. All service requests must be authorized by the City Manager or designee before work is performed. Interested engineering firms shall submit a Statement of Qualifications as a PDF proposal with the subject line indicating "City of Collegedale On call Engineering Services." Proposals must not exceed 16 pages, exclusive of covers, and should be organized according to proposal content and evaluation criteria. Late proposals will not be accepted. Questions regarding the request should be submitted via email by the stated deadline. All proposals become property of the City and may be subject to public disclosure under the Tennessee Public Records Act. The City will not reimburse any costs incurred. Minimum qualifications include at least one licensed professional engineer in Tennessee, ability to provide the outlined professional services, adequate financial resources, and good standing with the Tennessee Board of Examiners for Architects and Engineers. Proposals must include the authorized representative, technical services capabilities, staff resumes and qualifications, relevant experience, current workload and capacity, references, and proof of required insurance.
