The Nevada System of Higher Education, on behalf of the University of Nevada, Las Vegas (UNLV), is requesting proposals to provide ballistic resistant window film installation services. Bidders must participate in a mandatory pre-bid conference and site walk, staying for the entire visit to qualify to bid. Proposals must be submitted through the Nevada Government eMarketplace (NGEM) platform. The detailed scope of work and submission requirements are included in the Invitation to Bid document, and questions about the process or scope should be submitted via the designated questions tab by the specified cutoff date. QA date - 3-27-2026 5:00 PM Questions about the IFB process or the scope of the solicitation should be submitted via the "Questions" tab by the noted cutoff date. The contractor shall provide all labor, materials, tools, equipment, transportation, professional services, and supervision necessary to complete the entire scope of work. o All work must comply with applicable codes, standards, and manufacturer specifications. o Contractor must coordinate all construction activities with UNLV Planning & Construction (P&C) to minimize disruptions. o Contractor must conduct a site assessment to verify existing conditions and coordinate logistics for installation with UNLV P&C. o Contractor shall maintain a clean and safe worksite at all times and take appropriate measures to protect adjacent property and personnel. o Contractor must provide their own dumpsters and means of trash/recycling and debris removal. o Work may only be performed during standard working hours (Monday through Friday, 7:00 am - 5:00 pm) weekends not included. o 48 Hour Notice must be provided to UNLV P&C prior to any necessary utility shut down. o On-site parking is permitted; however, parking permits are required. o On site restrooms are available o Job Site security during non-working hours. Installation Requirements: o An 18" x 18" sample of the final product installed, along with installation specifications and methodology must be presented and approved by Owner prior to the commencement of installation. o The Contractor shall conduct a comprehensive site inspection to verify measurements for all designated windows and glass. o Window/ Glass Coverage by Floor: Total Square footage: 2,116 square feet - 1st Floor: 66 sf. - 2nd Floor: 649 sf. -3rd Floor: 379 sf. - 4th Floor: 375 sf. - 5th Floor: 647 sf. o Surface Preparation: Windows must be cleaned to industrial standards, ensuring the removal of all oils, dust, and residues that could compromise adhesive bonding. o Edge Attachment System: A "wet glaze" or mechanical edge attachment systems is required to ensure structural anchoring. Optical and Thermal Properties: The film must maintain a Visible Light Transmission (VLT) of >70% and provide a minimum UV rejection of 99%. The film must not interfere with the thermal performance of Insulated Glass Units (IGU). The film must not impact the building's interior glazing visual aesthetic. o Visual Quality Control: All installations must adhere to the IWFA Visual Acceptance Standards, being free of bubbles, ripples, inclusions, or gaps between the film and the frame. o Cleanliness and Disposal: The vendor is responsible for the removal of all cleaning run-off, debris, and existing film (if applicable) from the site daily
