Provide whole yard generator systems, various electrical improvements, and various gas service entrance upgrades at the following locations: Carthage, Hancock County; Pittsfield, Pike County; Riggston, Scott County; Jacksonville, Morgan County; Virginia, Cass County; Lincoln, Logan County; Springfield, Sangamon County; and Litchfield, Montgomery County. IDOT will cover fees associated with utility upgrades. Bids and bid modifications for this project will only be accepted via the CDB's e-Builder Bidding Program or, if experiencing a technical issue, via an alternative file transfer system. No faxed or in-person submittals of bids will be allowed, and bids or modifications will not be allowed via mail. Vendors must enter bid amounts and upload required documents (00 41 00 - Bid Form, 00 41 01 Subcontractor Requirements, 00 41 04 - PC-2 Form, 00 41 05 - MBE WBE PBE VBE Program Requirements, 00 41 06 - Bid Bond, 00 41 08 - Standard Terms and Conditions, and 00 41 09 - Certifications and Disclosures) as PDFs in e-Builder, and provide organizational data. It is the vendors responsibility to ensure all required documentation is attached. In the event of technical errors, bidders must submit a screenshot of the error prior to the deadline to receive instructions for alternative submission. Bid modifications must be made through the e-Builder portal prior to the bidding deadline. If errors occur during modification, a screenshot of the error must be sent to CDB.CPO@illinois.gov prior to the deadline to receive alternative submission instructions. CDB will determine if the bid should be accepted or rejected. Goals for participation by minority-owned businesses (MBE), women-owned businesses (WBE), businesses owned by persons with disabilities (PBE), and veteran-owned businesses (VBE) are: 10% combined MBE/WBE and 1% combined VBE/PBE of the contract amount. Only firms certified by the State of Illinois Commission on Equity and Inclusion are acceptable for meeting these participation goals and must be in good standing prior to the bid opening date. Bidders must identify certified firms to meet the goals and submit signed Letters of Intent with the bid. Submission of a blank participation form requires Good Faith Effort documentation. The contract must state whether the services of a subcontractor will be used, including names and addresses of all subcontractors with subcontracts over $100,000 and the general type of work to be performed.
