Site work for a water / sewer project in Rutland, Vermont. Completed plans call for site work for a water / sewer project.

Work to be performed includes installation of drainage infrastructure such as catch basins, drainage manholes, drainage structures, drainage piping, and a stormwater treatment device, relocation of sewer and water utilities, and other related work. The project is located beginning at the intersection of School Street and Meadow Street in Rutland Vermont, continuing along Meadow Street to the intersection with West Street, and also from the intersection of Meadow Street and Traverse Place continuing 285 feet east on Traverse Place. Each bid must be accompanied by a certified check payable to the City of Rutland for five percent (5%) of the total amount of the bid. A bid bond may be used in lieu of a certified check. Equal Employment Opportunity certification, a signed Debarment and Non-Collusion Affidavit, and a completed Worker Classification Compliance Requirement form are required submissions. Bidders must also comply with Davis Bacon Wage Requirements and Build America, Buy America provisions. Pre-qualification requirements: All bidders must be listed on the current Vermont Agency of Transportation (VTrans) Contract Administration listing of preapproved contractors for "Contractors List of Road and Highway Construction Category" or have submitted a complete annual prequalification application to VTrans a minimum of ten (10) working days prior to the bid opening and include a copy of their approval notice. In addition, a contract-specific prequalification using Form CA-82 must be submitted. Both current annual and contract-specific prequalification are required for this project. Documentation of each must be submitted with the bid. All bidders must also sign and submit EEO Certification and Debarment/Non-Collusion Affidavit forms, as well as the Worker Classification Compliance Requirement form. Bidders must ensure compliance with non-discrimination requirements as stated in Title VI provisions. Bidders must not have been suspended, debarred, or convicted of fraud or official misconduct within the last three years. Disadvantaged business enterprises must be given full opportunity to submit bids and will not be discriminated against on the basis of race, color, religion, sex, or national origin for an award.
