CR#: 2132909 The New York State Thruway Authority seeks to retain a qualified firm to provide term services for materials sampling, inspection, and testing services of construction-related materials on an as-needed basis for Thruway system projects in the Albany and Syracuse Divisions. Tasks may include but are not limited to asphalt and concrete inspection and testing, subsurface exploration and sample analysis, obtaining and testing asphalt and concrete cores, soil testing (stockpile, gradation, and density), dynamic load testing and CAPWAP analysis, environmental testing, asbestos bulk sampling and analysis, and asbestos removal monitoring. Work must be performed in accordance with required specifications and applicable NYSDOT methods and procedures. Laboratories must have AASHTO accreditation and all sampling and testing technicians must hold the required certifications. Data from subsurface exploration must be entered into the Thruway Authority’s OpenGround® Cloud using official profiles and project files. For the Letter of Interest (LOI) to be considered, it must not exceed three pages, use specified formatting, and meet registration and certification requirements for all firms listed. The LOI should explain the prime consultant’s understanding of the assignment, list participating firms and their roles, detail qualifications and current assignments of proposed staff, and include certifications regarding compliance with laws on gender-based violence, sexual harassment prevention, and business registrations. MWBE and SDVOB participation goals must be addressed, and all required forms and a one-page organizational chart must be submitted per instructions. Additional requirements may apply, such as Environmental Product Declarations for specific construction materials and adherence to prevailing wage laws. The method of Contractor Selection has not been Determined at this time. Requests for proposals for design services is underway.
