The pilot program covers abandoned mine land reclamation, stream restoration, subsidence mitigation, and related activities, applying Design Build Institute of America best practices in line with WVDEP policies. The Shinnston Area Wide Drilling & Grouting project, under the Abandoned Mine Lands program, addresses public safety risks from historic mining in the Shinnston area of Harrison County, West Virginia. The project will assess mine conditions and grout voids beneath 34 identified structures in a 10.8-acre residential area affected by subsidence from pre-1946 coal mining. The scope includes planning, realty, permitting, design, and construction services to stabilize the ground, mitigate risks, and optimize project outcomes within budget, while minimizing stakeholder impacts and maintaining site safety. Offerors must submit Statements of Qualifications both electronically via wvOASIS and as six hard copies to the Owner’s address, following the provided instructions. All SOQs must comply with federal funding requirements.
