The work is for construction inspection support services for various projects in the New York Division, with the main assignment being pavement resurfacing on I-87 in Westchester County from MP 0.0-13.0. Other assignments may include asphalt and PCC pavement reconstruction, bridge and culvert cleaning or rehabilitation, retaining wall stabilization, sign structure repairs, pavement markings installation, drainage improvements, highway safety improvements, intelligent transportation system repairs or installation, facility repairs or construction, emergency work, material testing, permit work, work zone traffic control, shop drawing review, plant and material inspection, and nighttime inspection. Staffing to be provided includes a project engineer (ASCE IV(A)), office engineer (NICET IV(N)), chief inspector (NICET IV(N)), two inspectors (NICET III(N)), and two inspectors (NICET II(N)). A part-time scheduler may also be required. The anticipated agreement value is up to $7 million over three years, with possible two one-year extensions at the Authority's discretion. Instructions to bidders include submitting a Letter of Interest (LOI) no more than three single-spaced pages, with all firms listed registered to do business in New York State, legally able to provide required professional services, and all forms and certifications as specified. The LOI should outline the firm's understanding of the assignment, firms and personnel proposed, qualifications, roles, and percentage of time assigned. Inclusivity goals are set for MWBE (30%) and SDVOB (6%), and documentation for compliance with State policies, gender-based violence prevention, and sexual harassment prevention is required. Additional requirements include compliance with state prevailing wage laws, embodied carbon reporting, vendor responsibility, and anti-lobbying regulations.
