The New York State Thruway Authority seeks to retain a qualified firm to provide term services for materials sampling, inspection, and testing services of construction-related materials on an as-needed basis for Thruway system projects in the Albany and New York Divisions. Tasks for the firm may include: asphalt and concrete inspection and testing, subsurface exploration and sample analysis, obtaining and testing asphalt and concrete cores, soil testing (stockpile, gradation, and density testing), dynamic load testing and CAPWAP analysis, environmental testing, asbestos bulk sampling and analysis, and asbestos removal monitoring. All inspection, sampling, and testing must follow required specifications and applicable NYSDOT methods and procedures. Laboratories must be accredited under the AASHTO Laboratory Accreditation Program, and technicians must hold required certifications. Subsurface exploration data must be entered into the Thruway Authority’s OpenGround® Cloud system per the latest Authority procedures. The anticipated agreement value is up to $1.5 million and the duration is three years, with an Authority option to extend for one additional year if needed. Projects must comply with NYS laws for embodied carbon reporting and wage rates, and relevant forms and certifications must be provided as outlined, including policies addressing gender-based violence and sexual harassment prevention, MWBE and SDVOB participation goals, and vendor responsibility requirements.
