It is the intent to describe the minimum requirements for the upcoming road oil blanket purchase agreement for the Highway Department. All items, details of construction, services or features not specifically mentioned which are regularly furnished in order to provide those items requested shall be furnished at the quoted price and shall conform in strength, quality and workmanship. By responding, the proposer certifies meeting all stated requirements. Pricing must be fixed and firm for the term of the contract. Materials must be delivered F.O.B.-Destination, Job Site or Highway Garage as stated. A separate price-per-gallon is requested if the vendor is to apply the material at the job site, and a separate price-per-gallon for materials to be picked up at the vendor's location. All invoices must have the printed name, signature, and department name of the authorized personnel receiving the items. Payment will be made Net/30 after inspection and acceptance. The County reserves the right to reject any and all quotes and to select the quote considered most advantageous. Quotes must be electronically submitted through the County's procurement portal by the stated deadlines. It is the responsibility of the proposer to ensure all required documents are included and submitted properly by the deadline. Quotes not in "Submitted" status will not be considered. The County may award to multiple vendors to assure coverage and may determine award based on the quality and suitability of the equipment, materials and/or services offered. Contractors must comply with all applicable local codes, obtain all necessary permits, and provide proof of required insurance coverage.
