Base Bid A (DIP) & B (PVC): This Project consists of constructing approximately 14,800 linear feet of 6 and 8-inch water mains and associated appurtenances along portions of Pratt Road, Slusser Road, and Kilian Road in the Town of Pembroke. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Bids for the construction of the Project will be received at the office of the Pembroke Town Clerk. Information and Bidding Documents for the Project can be obtained from the designated website by paying a non-refundable fee. Only Bidders that have obtained Bidding Documents from the designated website can submit a bid. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit fee and uploading a scan of the check. Anyone requesting a hard copy of the bidding documents will also be required to pay for all packaging and shipping fees. Bidders who return full sets of the Bidding Documents in good condition within 30 days after receipt of Bids will receive a full refund. A pre-bid conference will not be held. Only written Requests For Information (RFI) will be accepted. Bid security shall be furnished in accordance with the Instructions to Bidders. Each bid must be accompanied by a certified bank check or bid bond from a domestic carrier licensed to do business in the State of New York in the amount of not less than five percent (5%) of the amount of the bid submitted. This project is partially funded under the Rural Utility Service as administered by the United States Department of Agriculture Rural Development (USDA RD) and is subject to USDA RD regulations. This project is subject to the Build America, Buy America Act (BABAA) requirements. All iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, with certain waivers applying. Bidders will be required to comply with the President’s Executive Orders prohibiting discrimination in employment. The successful bidder must be an equal opportunity employer, meet State and Federal standards, and comply with governmental regulations. Bidders are required to execute a non-collusive bidding certificate. The successful bidder will be required to furnish Performance and Labor and Material Payment Bonds in the amount of one hundred percent (100%) of the contract amounts. The Town of Pembroke is exempt from sales and use taxes for all materials and equipment used in this project.
