This project involves the furnishing of all labor, materials, tools, and equipment for the paving of selected roads within Upper Darby Township. The work to be completed includes base repairs, milling, and paving. Bids must be submitted unconditionally. No bidder may withdraw a bid within sixty days after the scheduled closing time for receipt of bids. Each proposal must be accompanied by a certified check or bid bond payable to Upper Darby Township in an amount of not less than ten percent of the bid. Only bonds from companies licensed to do business in the Commonwealth of Pennsylvania will be accepted, and the bond shall state this. All bidders submitting a bid greater than or equal to $100,000 are required to establish proof of competency and responsibility, in accordance with the Upper Darby Township Responsible Contractors Ordinance. Bid surety checks and bid bonds will be returned to unsuccessful bidders after the awarding and signing of the contract. The successful bidder(s) will be required to furnish Performance and Labor and Material Bonds for one hundred percent of the contract amount, a Maintenance Bond for twenty-five percent of the total contract price, as well as a Certificate of Insurance. If the bid is greater than $100,000, Pennsylvania Prevailing Wages are required. The Township reserves the right to waive any informality, to reject any or all bids, or take such action as it may deem in the best interest of the Borough and as permitted by law.
