The equipment is to be self-installed by the owner, so no labor is to be included in the proposal—only equipment, software, and training are required. All proposers must obtain bid documents from James C. Hailey & Company and appear on the official proposal holders list maintained by the engineer; proposals from those not on this list will not be considered. Interested parties must request documents and monitor for any addenda. The owner reserves the right to waive informalities or reject any or all proposals.
