The project involves providing defensible space and home hardening services to homes in the Weber Creek drainage south of Placerville as part of a California Wildfire Mitigation Program. The focus is on creating defensible space around homes and retrofitting them with fire-resistant materials to reduce or prevent wildfire damage. Qualifying homes include single-family, duplexes, quadplexes, mobile, and manufactured homes. Commercial buildings and apartment complexes are not eligible. Licensed and highly qualified contractors are invited to submit sealed Statements of Qualifications to provide these services. Experience in defensible space and home hardening is required, with experience working with local governments being desirable. Two Qualified Lists (QLs) will be created: one for defensible space services and one for home hardening services. The QLs are valid for three years initially, with annual requalification required afterward, and the project is anticipated to be completed within five years. For each qualifying homesite, the County will provide a home assessment report specifying required measures. All firms on the relevant QL will be invited to a site visit and then submit a site-specific bid. The County will select the lowest responsible and responsive bid for each home. Successful contractors will work under the County’s Construction Manager and will enter a Tri-Party Agreement with the homeowner and County. Firms on the QLs are not required to bid on every homesite project. Electronic and paper responses are both accepted. Several attachments are required in the response, including information and certification forms, compliance questionnaires, details of firm experience, history, availability, workload, and references.
