Question Deadline 03/27/2026 Questions due via email-Karen.Bollinger@ramseycountyMN.gov This project is located on Rice Street between John Ireland Boulevard and Pennsylvania Avenue in the city of Saint Paul. Right of Way on both sides of this corridor is being impacted at various locations. This is a joint effort project with the city of Saint Paul, whereas Ramsey County is acting as the lead agency in coordinating the acquisition of the right of way for both the City and the County. Contract overview 1. This Project is located on Rice Street between John Ireland Boulevard and Pennsylvania Avenue in the city of Saint Paul. Right of Way on both sides of this corridor is being impacted at various locations. This is a joint effort project with the city of Saint Paul, whereas Ramsey County is acting as the lead agency in coordinating the acquisition of the right of way for both the City and the County. Agreements will be listed in accordance with who has jurisdiction for that segment of the corridor. Each entity will be handling their own approvals, compensation requests, and eminent domain; however, all agreements and forms are processed through Ramsey County Right of Way Department. 2. Ramsey County, State of Minnesota ("County") is soliciting responses for right of way acquisition services on Rice Street - John Ireland Boulevard. There are Twenty-Two (22) parcels - 2, 4, 6 to 9, 13, 25 to 29, 36 to 40, 42 to 45 and 47. 3. Preliminary Attachments a. The Preliminary Project Layout is attached as "Rice Street - John Ireland Boulevard (P8099) - Attachment A - Preliminary Project Layout". b. The Preliminary Project Parcel List with proposed easements is attached as "Rice Street - John Ireland Boulevard (P8099) - Attachment B - Preliminary Project Parcel List". c. The Preliminary Parcel Exhibits are attached as "Rice Street - John Ireland Boulevard (P8099) - Attachment C - Preliminary Parcel Exhibits" d. Tittle and possession is anticipated to be obtained before the end of November of 2026, with construction tentatively scheduled to begin in early 2027. B. The County shall perform the following Tasks: 1. Oversight of work being performed by the Contractor. 2. Provide staking of proposed right of way acquisitions for the Project or delegate this task to the Contractor of the resulting right of way acquisition contract. a. Please list the Staking as a line item, with value, within the bid b. If bidding firm is unable to do staking, list within that line item "County to perform". 3. Provide the following documents to the Contractor: a. Parcel Exhibits and Legal Descriptions for acquisitions. b. Ownership and Encumbrance Reports for affected parcels. c. Appraisals and Review Appraisals as applicable. d. Approval of Recommendation of Just Compensation Memo. e. Templates for offer letters, temporary easements, permanent easements and other documents as necessary. 4. Prepare and file Eminent Domain documents. 5. Review and approve acquisition and relocation payment requests and submit to Ramsey County Finance for payment. 6. Timely review and approval of acceptable deliverables. Scope of Services The contractor Shall: 1. If firm is able to perform and is bidding staking, the firm will need to be prepared to conduct field staking of proposed acquisitions prior to appraiser site visit and as needed throughout the acquisition process. Project linework will be provided by the project design consultant. This task shall include: i. Calculate survey staking points for all corners of proposed easements. Larger parcels may require points-on-line to identify property lines between distant corners, ii. Stake the outline of the proposed easements using wood lath and spray paint on the ground. 2. Contact the owner(s) and tenant(s) of each affected parcel. 3. Complete field title reports for each of the affected parcels. 4. Conduct direct purchase acquisition of temporary and permanent easements in accordance with the Minnesota Department of Transportation (MnDOT) Right of Way Manual. 5. Create and maintain a separate acquisition file for each parcel including all acquisition documentation and contact report. 6. Create and maintain MnDOT Parcel Tracking Spreadsheet which includes all project parcels. 7. Prepare Project Letter, Proposal to Purchase Letter to property owner describing acquisition and all pertinent facts, Revised Proposal to Purchase Letter, required notices, claim forms, and other correspondence and documentation as necessary. 8. Submit Recommendation of Just Compensation Memo to the County for approval based on appraisals and review appraisals completed by independent appraisal consultants. 9. Obtain lender signature on Lien Holder Consent for all mortgages on the property. 10. Obtain completed W-9 form for each entity for which payment check(s) will be issued. 11. Obtain notarized property owner(s) signature on all easement documents. 12. Obtain tenant(s) signature on Consent to Easement by Tenant.
