Bid forms, contracts, and specifications are available through Remington & Vernick Engineers. Bids must be prepared on the designated bid form, enclosed in a sealed envelope with the bidder's name, address, and work reference, and addressed to the Executive Director of the Township of Neptune Sewerage Authority. A certified check, cashier's check, or bid bond in an amount not less than 10% (not exceeding $20,000) of the bid must accompany each submission, along with a certificate from a surety company to provide a completion bond. The project is subject to state, federal, or local permit requirements. Bidders must comply with Affirmative Action requirements (N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27), the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.), Americans with Disabilities Act, submit a Disclosure Statement of stockholders (N.J.S.A. 52:25-24.2), comply with the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.), and submit proof of business registration under N.J.S.A. 52:32-44 for both contractor and any named subcontractors.
