Site work for a water / sewer project in Winslow, Maine. Completed plans call for site work for a water / sewer project.

Sealed bids are requested for the construction of the Sunset Heights Area Water Main Improvements project. The project consists of approximately 5,000 linear feet of water main replacement, including fire hydrants and water services on Helen Street, Joe Avenue, Hemlock Street, Sam Street, Paine Street, and Bay Street in Winslow, Maine. Bids are to be submitted for a single prime contract. Bids must be contained in an envelope plainly marked with "Sunset Heights Area Water Main Improvements." Faxed or e-mailed bids will not be accepted. The Kennebec Water District reserves the right to waive any informality in bids, accept any bid, or reject any or all bids as deemed in the District's best interest. No bidder may withdraw their bid within 60 days after the bid opening date. Attendance at the pre-bid conference is not mandatory but strongly encouraged. **Documents are Reference ONLY. To be eligible to submit a bid, the prospective bidder must register and receive the bidding documents directly from the Owner. The project includes replacement of the existing water mains, fire hydrants and all service lines on Joe Avenue from Cushman Road to Helen Street, Helen Street, Sam Street, Hemlock Street and Paine Street in Winslow, Maine. The project also includes targeted valve replacements on Bay Street in Winslow. The Contractor shall provide all materials, equipment and services inherent to and required for the completion of the Work. This Work and all associated Work shall be completed in accordance with the Project's Drawings and Specifications. The goals for this project are a minimum of 0.64% certified Minority Business Enterprise (MBE) and a minimum of 1.64% certified Women's Business Enterprise (WBE) participation. Lists of certified businesses may be found on the following internet websites: EPA Office of Small and Disadvantaged Business Utilization (OSDBU), State of Maine Department of Transportation (DOT), and the United States Small Business Administration (SBA). During the performance of the Work and until final payment, Contractor and Owner shall submit to the Engineer in writing all matters in question concerning the requirements of the Contract Documents (sometimes referred to as requests for information or interpretation-- RFIs), or relating to the acceptability of the Work under the Contract Documents, as soon as possible after such matters arise. Engineer will be the initial interpreter of the requirements of the Contract Documents, and judge of the acceptability of the Work. Question Deadline 04/03/2026 Prospective Bidders must submit all questions pertaining to the Contract Documents, Plans, and Specifications in writing to the District's Project Manager via email, at least five (5) days before the date outlined for the Bid Opening.
