Rehabilitate the existing Modified Bitumen (Mod. Bit) Roof System and Built-up Roof system over the City of Edinburg Fountain Center with a Spray Polyurethane Foam System and Fluid Applied Elastomeric Roof Coating. Approximate area is 11,000 ft2. The City of Edinburg is soliciting sealed proposals from qualified vendors for the Fountain Center Roof Rehabilitation. All sealed proposals must be received electronically or at the designated location by the stated deadline. Proposals received after the deadline will not be considered and will be deemed void and unacceptable. Proposals will be opened and the bidders' names read aloud at the designated time and location. Bidders must submit proposals either electronically through the specified website or by delivering a hard copy in a sealed envelope clearly marked with the RFP number and the respondent's firm name. Bidders must be currently registered and active in the System for Awards Management (SAM) database at the time of proposal opening and must provide their Unique Entity Identification (UEI) number with the bid documents. All applicable federal regulations apply, including Title I of the Housing and Community Development Act of 1974, 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, and HUD Federal Labors Standards Provisions including the Davis-Bacon and Related Acts. Respondents are required to make an effort to utilize small and minority-owned businesses, comply with conditions of employment and minimum wage rates as set forth in the Department of Labor wage decision, and ensure no debarred, suspended, or otherwise ineligible entities participate in the project. The City of Edinburg reserves the right to reject any or all proposals, waive informalities or technicalities, and accept the proposal deemed most advantageous to the city.
