Construction and Inspection Services for the Davidson Ave Storm Drain Improvement Project:- The City of Lemon Grove (City) seeks a qualified and experienced firm to provide Construction Management and Inspection Services for the Davidson Ave Storm Drain Improvement Project (Project). The Project consists of excavating and demolishing approximately 168 linear feet of 12" diameter corrugated metal pipe storm drain and replacing it with 12" diameter high-density polyethylene pipe. The work zone is located within a drainage easement between residential properties. The time of completion for the project is 40 working days. Type of Award Lump Sum Any requests for clarification or other questions concerning this RFP must be submitted in writing by 5:00 PM (PST) on March 27, 2026, and sent via email to imurguia@lemongrove.ca.gov. City's Response to Questions 5:00 PM (PST) Tuesday, March 31, 2026 A. Task 1 - Project Management & Coordination: The Consultant shall set up and manage the project data sharing platform and perform quality assurance and quality control. Consultant shall invoice the City on a monthly basis (Net 30). If applicable, all invoices shall include subconsultant invoices and direct costs. Direct costs shall be supported by a copy of receipts. Monthly invoices shall include details of billed and remaining budget for each task (City provided), a summary progress report, and milestones met. B. Task 2 - Meetings: The selected consultant's team shall meet with City personnel for one initial kick-off meeting. Meeting can be held virtually. Once the contractor is awarded a contract the consultant will schedule a pre-construction conference inviting all of the Project's stakeholders. In addition, the selected consultant shall plan to conduct seven (7) weekly coordination meetings with the contractor and stakeholders that will be involved with the next week's work. The consultant shall prepare agendas, community meeting presentations (as deemed necessary), and minutes of all meetings. The contractor will be required to provide a "look ahead" schedule at each weekly meeting that the selected consultant shall review and provide comment. These meetings may be scheduled by video conferencing if agreed by the contractor and approved by the City. C. Task 3 - Construction Management Services: The Consultant will provide Construction Management services for the Project. Construction Management includes providing engineering oversight to the project, including coordinating between contractor, utility agencies, private properties and the City, addressing plans and specification interpretation (RFI Processing), coordinating change order requests between contractor and the City, reviewing progress payments, conducting submittal reviews for compliance with project specifications, and attending meetings, including coordinating bi-weekly/monthly progress meetings, and performing final inspections. D. Task 4 - Periodic Inspection Services & Reporting: The Consultant will provide periodic construction inspection services to the City for the project. The project will be inspected according to the current edition of the Green Book and the San Diego Regional Standards. The inspector will track contractor staffing, material quantities, equipment usage, compliance interviews, and any other required information. In addition, the inspector will communicate with the soil technician regarding field density tests using a nuclear density gauge to monitor the contractor's compaction efforts and ensure compliance with project specifications and plans. The Consultant shall communicate the information to the City if compaction fails during construction. A quick turnaround time is crucial so that failed materials can be addressed as soon as possible. Construction inspector shall have the full knowledge in the day to day operations and activities, coordination and monitoring of all construction methods including but not limited to infrastructure storm water and roadway improvements, traffic control, and water quality SWPPP and BMP's implementation. The consultant shall report the daily progress of the work on forms, approved by the City.
