The work includes conducting a comprehensive stream corridor study and hydrologic modeling for the Black Brook–Black Creek Hydrologic Unit 12 (HUC 12) watershed in Ontario County, New York, which covers portions of the Towns of Farmington, Manchester, and Canandaigua. The study involves field data collection and characterization of stream channels, banks, floodplains, riparian areas, tributary confluences, and upland areas for Black Brook and Black Creek. Hydrologic modeling will be performed to evaluate watershed response under various wet-weather scenarios to identify areas of concern and appropriate mitigation strategies. Select locations may require more detailed hydraulic analysis, such as HEC-RAS modeling, to support bridge replacement or other engineering design needs. HEC-RAS modeling will be included within the project budget if feasible, or may be addressed in a subsequent project if costs exceed available funding. The work must follow New York State Department of Environmental Conservation (DEC) stream corridor assessment guidelines. The approach should be holistic and intermunicipal, taking into account upstream and downstream impacts. A stakeholder advisory committee will provide guidance, data, and local knowledge. The project will be managed by Linda Phillips of the Ontario County Planning Department, and Ontario County will contract directly with the selected consultant or consultant team. The anticipated project timeline is May 2026 through December 2027. Ontario County reserves the right to reject any or all proposals. This project will conduct a comprehensive stream corridor study and hydrologic modeling for the Black Brook–Black Creek Hydrologic Unit 12 (HUC 12) watershed in Ontario County, New York, encompassing portions of the Towns of Farmington, Manchester, and Canandaigua (see Black Brook- Black Creek Drainage Study Watershed Vicinity Map in Attachment B). The primary deliverables will include an evaluation of stream corridor function and a watershed-based action plan that identifies and prioritizes strategies to reduce flooding impacts, protect and enhance water quality and aquatic habitat, strengthen wet-weather resilience, and safeguard critical community assets, including public infrastructure, agricultural lands, aquatic habitat, residential and commercial development, and transportation corridors. The study will provide local governments and partner agencies with an assessment and project prioritization necessary for community buy-in and to support future funding applications. The resulting report will identify a suite of recommended actions that may include water retention and green infrastructure, erosion control, drainage projects, best management practices, updates to local codes, and/or other measures. Recommended actions may be community-wide or site-specific and targeted to particular properties. The primary goal of this project is to equip local communities and watershed partners with data driven tools and strategies needed to effectively and efficiently address chronic flooding in the Black Brook–Black Creek watershed and downstream areas driven by increasingly frequent and intense storm events, while supporting sustainable economic development.
