Site work for a military facility in Fort Worth, Texas. Completed plans call for site work for a military facility.
The requirement covers a Remedial Investigation and Removal Action at multiple locations in Yakutat, Alaska to investigate the presence, severity, and extent of soil and groundwater contamination and remove contaminated soil exceeding applicable cleanup criteria. All sites are accessible by local roads, though brush and tree clearing may be required at the former Range Tower Excavation sites and the Former Heavy Equipment Shop due to overgrowth. Work at the Building 607 Area and Former Heavy Equipment Shop requires an Alaska DOT building permit. The contractor must furnish all labor, equipment, and supplies to conduct RI and RA activities including soil and groundwater sampling, soil screening, excavation sampling, soil stockpile sampling, and installation, development and sampling of monitoring wells in accordance with the most recent ADEC Field Sampling Guidance, Groundwater Sampling and Monitoring Wells Guidance, and 18 AAC 75. A Qualified Environmental Professional must oversee all RI activities. The contractor must use allotted samples and appropriate field screening tools such as PID and XRF to delineate lateral and vertical contamination from petroleum and non-petroleum sources. Work includes continuous coring and logging of soil borings using a direct-push drill rig or hand tools where access is limited, with soil boring logs required for each boring. Excavation work must follow ADEC Field Sampling Guidance and include confirmation sampling, backfilling in approximately one-foot lifts, compaction, and slight mounding to prevent ponding. All personnel must meet training requirements of 40 CFR Part 265.16 and training sufficient to prepare or review manifests under 40 and 49 CFR. The contractor must submit pre- and post-project documentation for FAA and regulatory approval, with the FAA reserving authority to require changes or reject submittals. The Method of Contractor Selection has not been determined at this Time.
