Site work and paving for a road / highway in Ellisville, Missouri. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The work includes the furnishing of materials, tools, equipment, and labor necessary for the construction of approximately 0.24 miles of concrete pavement removal and reconstruction, various pavement repairs, and new pavement markings and signage, in accordance with the plans and specifications and other items identified in the contract documents. The contractor is responsible for all items of work necessary to complete the project. Each bid must be accompanied by a cashier's check or certified check, or a Bid Bond executed by the bidder and an approved surety company and payable to the City, in an amount not less than five percent (5%) of the sum total of the base bid. Not less than the prevailing hourly rates of wages that the higher of State or Federal Wage Rates shall prevail, or determined by court on appeal, shall be paid to all workers performing work under this Contract. The DBE goal for this letting is a minimum 0% of the total contract amount. All bidders must meet the MoDOT requirements as a contractor prior to bid opening in accordance with the Missouri Standard Specification Book for Highway Construction. A Performance Bond and Payment and Materials Bond are required. All bidders will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin. Contractors must comply with the Davis-Bacon Act and the Missouri Prevailing Wage Law, paying the higher rate for each job classification. No bid may be withdrawn within thirty (30) days after the scheduled closing time for receipt of bids. MoDOT must approve before the City rejects bids and awards the contract, with MoDOT concurring only with the lowest, responsive, responsible bidder. Successful bidders must be enrolled and participating in a federal work authorization program regarding employees and affirm they do not knowingly employ unauthorized aliens. Contractors and subcontractors must also provide a ten-hour OSHA construction safety program for their on-site employees, unless they have documentation of prior completion. Penalties for non-compliance include forfeitures to the City and additional penalties per employee per day beyond the required program completion period.
