The Metropolitan Government of Nashville and Davidson County seeks proposals for the design and construction of a Replacement Correctional Facility located on the existing Harding Place campus. The new facility will replace existing beds and address issues of overcrowding and outdated correctional trends. The project will involve demolition of the Metro Detention facility (MDF) and phased construction, with housing and support functions relocated and expanded as phases are completed. The scope includes: - Construction of a replacement facility of approximately 500,806 gross square feet - Housing for 1,850 beds - Public areas, visitation, administration, transfer and transportation, master control, security, program services, medical, food service, laundry, warehouse, and staff support spaces - Full review and refinement of space program and conceptual documents; schematic design; design development; construction documents; attendance and visual preparation for up to three community meetings; progress meetings; schedule development and updates; design QA/QC protocols; BID package strategies; and detailed cost estimating at specific design milestones - Requirement for the designer to have LEED-accredited professionals and achieve LEED Gold certification - Field-verified as-built drawings, documentation coordination with Metro ITS, and coordination with Metro-provided vendors for various systems and testing - Participation in public meetings and provision of supporting materials Instructions to bidders include: - Listing of all subcontractors, subconsultants, and suppliers on the provided form, with registration in iSupplier required before the deadline - Completion and attachment of a vendor checklist and all required EBO program documentation, including good faith effort forms if applicable - Compliance with established Minority Business Enterprise (4%) and Woman Business Enterprise (4%) participation goals, as well as a 17% SBE/SDV requirement - Insurance requirements, including general liability, automobile liability, worker's compensation, professional liability, and builder's risk coverage at specified amounts - Adherence to all applicable licensing laws and background check requirements - Provision of a quality control plan, regular reporting and schedule updates, and full cooperation with Metro systems for project management and document handling - Failure to comply with requirements or provide accurate information may result in an offer being deemed nonresponsive.
