The work consists of furnishing all labor, materials, and equipment necessary to construct the Carpenter Road Water Main Improvements as shown on the construction drawings. In general, the construction includes installing approximately 1,394 linear feet of 8" PVC Water Main and approximately 1,933 linear feet of 12" PVC Water Main, connection to existing water main via tapping sleeve and valve, erosion control, traffic control, and all associated measures for the complete project. All work must be completed according to the plans and specifications. Sealed bids are required, and contractors must be licensed Utility Contractors by the State of Georgia, with license numbers clearly written on the bid envelope. Bid forms must be accompanied by a Bid Bond or certified cashier's check of not less than 10% of the amount bid. Successful bidders must provide Performance and Payment Bonds, each for 100% of the Contract amount. All qualifying contractors and subcontractors must register and participate in the federal work authorization program (E-Verify) and submit an Affidavit of Compliance. Prequalification of bidders may be required, and the owner reserves the right to reject any or all bids. Bidding documents are available for purchase from Watkins & Associates, L.L.C. and may be examined at specified locations. Pre-bid conference attendance is highly encouraged but not mandatory. All anticipated permits have been applied for and are expected to be approved prior to the Notice to Proceed. The project will be funded by a grant from the State Fiscal Recovery Fund (SFRF). The Owner may waive informalities and re-advertise if necessary. Question Deadline 04/17/2026 All questions about the meaning or intent ofthe Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than ten days prior to the date for opening ofBids may not be answered.
