The scope of work consists of milling and overlaying pavement, replacing mountable and/or vertical curb, installation of detector loops, crack sealing, and other incidental items on approximately 4 miles of streets within St. Louis County. Instructions to bidders include: - All communication from a Vendor or Vendor's Representative relating to this solicitation must follow the processes defined in the notice. Any communication with other County staff regarding this solicitation is prohibited except for specific types of communication defined by Section 107.401 SLCRO. Violation of these rules may result in the bid being designated as non-responsive. - Communications regarding this solicitation are authorized only with designated County Staff. Communications prior to the bid opening shall be by email only. Communications after the bid opening with authorized staff related to contract negotiations, investigations into contractor capability, or preparation for construction activities may be verbal or written. - All questions must be submitted via e-mail to the Project Contact by the specified deadline. - The successful bidder must comply with the most current applicable State statutory provisions concerning the payment of prevailing wages on public works. - The County has established participation goals for Minority and Woman-owned Business Enterprises and workforce participation. - Plans and specifications are available through the Saint Louis County website or a designated print provider. There will be no refunds on purchased documents. - Bids must be accompanied by a certified check or bidder's bond in an amount equal to 5% of the total bid, payable to "Treasurer, St. Louis County." - The County Council reserves the right to reject any or all bids.
