Renovation of a mixed-use development in Methuen, Massachusetts. Completed plans call for the renovation of a multi-residential development; and elderly care / assisted living facility.

The work includes the removal and replacement of asphalt shingle roofing systems at three developments for the Methuen Housing Authority: JFK Village (200-1), Lowell Blvd Community Residence (689-3), and Edgewood Avenue Elderly (667-2). Bids must be submitted electronically and all general bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in Roofing. Bids must be accompanied by a deposit of not less than five percent of the greatest possible bid amount. All general bidders are required to agree to contract with minority, women, and veteran-owned business enterprises at specified participation benchmarks, and must strive to achieve workforce participation benchmarks of 6.9% for women and 15.3% for minorities. All bids are to be submitted online, and additional instructions for electronic submission and bidder registration are provided in the bid documents. The participation benchmark reserved for such enterprises shall not be less than 2.9% MBE, 5.5% WBE and 3% VBE for all state and state-assisted construction projects over $150,000.
