Professional Consulting Services associated with Utility Improvements at North Hempstead Beach Park The Town of North Hempstead, Department of Public Works, is requesting proposals to develop a plan to improve existing, and potentially expand, the utilities at North Hempstead Beach Park in Port Washington. The bulkhead, beachfront, promenade and bathrooms along the shoreline were constructed approximately 60 years ago and need replacement and/or rehabilitation. The park was originally two separate parks, one owned by the county and one owned by the Town. Therefore, many of the systems will be separated between the north and south sections. The known deficiencies of the existing utilities consist of: 1. Sanitary - The current sanitary system discharges to a septic system which eventually empties into a leaching field adjacent to West Shore Road. Components of this system had previously been lined but in the last year it appears that water has infiltrated. In addition, the septic leaching field is no longer leaching as it should, resulting in a need to pump it out much more often. Lastly, the pumps that push material from the park out to the leaching field have been overworked, due to the infiltration of debris, which has caused them to fail a few times, resulting in a need for emergency repairs. The ultimate goal for the sanitary system is to connect to the Port Washington Pollution Control District. 2. Electrical - The electrical service and distribution system need to be assessed and the consultant will recommend any upgrades or repairs that are needed. The lighting in the parking lots and on the walkways throughout the property should also be evaluated as some lights don't work and some are inadequate. 3. Water - The water service and distribution to the park should be assessed and recommendations for maintenance noted. 4. Natural Gas - The consultant will investigate the cost and feasibility of bringing natural gas service to the Parle The method of Contractor Selection has not been Determined at this time
