The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined. The lowest bid is determined by the total of the bid prices on the base bid by a blind bid process. The contract time is one hundred and four (104) calendar days, and liquidated damages for delay shall accrue. Bids must be sealed, not faxed, and filed at the Visalia Unified School District's specified address by the deadline. There will be a mandatory pre-bid site visit, and bids not accompanied by the required bond, cashier's check, or certified check will not be accepted. The successful bidder must furnish a Payment (Labor and Material) Bond and a Faithful Performance Bond each in the amount of one hundred percent (100%) of the contract sum. Substitution of securities or establishment of an escrow in lieu of retainage is permitted as described in the contract documents. All prevailing wage requirements must be met. Pre-qualification requirements: All general contractors and mechanical, electrical, and plumbing subcontractors in license classifications A, B, C-10, or C-7, intending to bid, must be pre-qualified with the Owner pursuant to Public Contract Code section 20111.6, and the application must be approved by the Owner by the specified deadline. For projects over $25,000, all contractors and subcontractors must be currently registered and qualified under Labor Code section 1725.5 to perform public work, and proof of registration is required. Bidders must have a Class "A, B, C-10, or C-7" license at the time of award and maintain it through contract completion and warranty periods. Bidders must provide the public works contractor registration number for each subcontractor performing more than 0.5% of the total bid.
