Renovation of a clubhouse / community center in Glenside, Pennsylvania. Completed plans call for the renovation of a clubhouse / community center.

The project consists of the removal and disposal of the existing slate roof and installation of a new shingle roof and related components necessary to provide a complete and watertight installation. All bidders must create a free account with OpenGov Procurement to submit bids. The bidder is responsible for all costs related to bid preparation and submission. Bids must be accompanied by a bid bond or certified check in the amount of 10% of the total bid, payable to Cheltenham Township. The successful bidder must comply with the Pennsylvania Prevailing Wage Act. The Board of Commissioners reserves the right to waive informalities or defects, reject any or all bids, and make awards on individual or aggregate bid items as deemed in the Township's best interest. Bids may be held for 60 days for review and bidder qualification investigation before contract award. Question Deadline 04/07/2026 at 4:30 PM ET Deadline to submit questions via OpenGov Procurement Portal. The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the roof replacement at Glenside Hall. The roof consists of one primary peaked roof and two smaller peaked roofs over entry doorways. The roof area is approximately 4,300 square feet. The Contractor shall field verify all dimensions and existing conditions prior to bidding. The Contractor shall provide a complete and fully functional roofing system. Any components not specifically listed but required to provide a watertight installation shall be included in the Base Bid. The project includes, but is not limited to, the following: Demolition and Removal o Remove and properly dispose of existing slate shingles and associated roofing components. o Remove existing underlayment, flashing, ridge materials, fasteners, and related appurtenances. o Remove deteriorated or damaged roof decking, as required. o Protect adjacent building components, entrances, landscaping, and site features during demolition and construction. o Maintain safe access to building entrances where feasible. o All removed materials shall be legally disposed of off-site. Dumping on Township property is not permitted. Roof Decking o Inspect existing decking after slate removal. o Replace deteriorated decking as required with 5/8 inch CDX plywood or approved equal. o Deteriorated decking shall be defined as soft, delaminated, rotted, or unable to adequately hold fasteners. o Include an allowance for replacement of up to ten sheets of plywood in the base bid. o Provide a unit price per additional sheet for replacement beyond the allowance. o Secure decking in accordance with applicable building codes and manufacturer requirements. o No structural framing replacement is anticipated unless authorized by the Township. Underlayment and Ice Protection o Install self-adhered ice and water barrier membrane at eaves extending a minimum of 24 inches inside the exterior wall line, in valleys, and around penetrations, in accordance with code requirements. o Install synthetic underlayment over remaining roof surfaces, by GAF, CertainTeed, Owens Corning, or approved equal. Shingles and Roofing Components o Install starter course shingles at all eaves and rakes. o Install architectural dimensional asphalt shingles with a minimum 25-year limited manufacturer warranty, by GAF, CertainTeed, Owens Corning, or approved equal. o Color to be selected by the Township from manufacturer's standard options. o Install matching hip and ridge cap shingles. Ventilation o Provide ridge ventilation at the main peak and smaller peak roofs only if existing intake ventilation is present and functional. o Ridge vent shall be a shingle-over style by manufacturer of shingles or approved equal. o Do not install ridge vent without corresponding intake ventilation. o If ridge ventilation is not feasible, contractor shall replace existing ventilation in kind. Flashing and Accessories o Replace step flashing at roof to wall intersections. o Replace pipe boots and penetration flashings. o Install new aluminum or galvanized steel drip edge at eaves and rakes in accordance with code. o Replace valley flashing as required. Valleys shall be installed as open metal valley or closed-cut valley per manufacturer standards. o Flashing shall be minimum 26-gauge galvanized steel or .019 aluminum unless otherwise required by manufacturer. Quality Control o No work during precipitation. o No installation over wet decking. o Protect exposed roof daily, including use of temporary weather protection as necessary. o Final inspection by Township representative. General Requirements o Contractor shall perform a site visit prior to bidding. o All work shall comply with applicable local, state, and building code requirements. o Contractor shall obtain all required permits. o Maintain a clean and safe work site at all times and remove debris daily. o Work hours and sequencing shall be coordinated with the Township to minimize disruption to building operations. o Contractor shall be responsible for any damage to the building resulting from construction activities. o Completed roof shall be fully watertight and suitable for long term service.
