Site work for a recreation facility in Gulf Shores, Alabama. Completed plans call for site work for a recreation facility.
This scope of work covers the completion of a 300-yard rifle range located in the Orange Beach Shooting Complex at 23172 Russian Road City of Orange Beach. Portions of the range have been previously constructed. The work outlined herein includes remaining earthwork, berm construction, site clearing, access improvements, drainage grading, and placement of clean fill material necessary to complete the facility in accordance with applicable design criteria and local regulations. The City of Orange Beach is seeking qualifying contractors to provide site work at the existing Orange Beach Shooting Complex for the new Rifle Range site. Question Deadline 04/09/2026 at 5:00 PM CT A. Furnish, Haul, Place & Compact Clean Fill for Side Berms o Provide clean fill material free of organic matter, debris, roots, or deleterious substances o Material shall consist of suitable sandy clay, clayey sand, or select structural fill capable of compaction. o Haul, place, spread and compact fill. o Construct berms to lines and grades shown, maintaining stability and uniform cross-sections. B. Haul, Place & Compact On-Site Fill for Intermediate Berms o Use approved on-site material free of organics and oversized debris (greater than 3 inches). o Haul, place, shape, spread and compact fill. C. Shape and Compact Berms to Required Slopes and Elevations o Fine grade all berms to design elevations and slopes (typically 3H:1V or flatter unless otherwise specified). o Remove irregularities and ensure smooth, uniform surfaces. o Perform final compaction to stabilize surface and minimize erosion. o Ensure berm crest widths and heights meet range safety requirements. D. Clearing & Grubbing - Access Drive and Parking Lot Area o Clear all vegetation, trees, brush, and debris within construction limits. o Grub and remove roots, stumps, and organic material to a depth of at least 12 inches. o Protect designated areas outside clearing limits. o Backfill and compact voids resulting from stump removal. E. Disposal of Cleared Materials o Dispose of cleared and grubbed materials either: o On-site in approved areas, or o Off-site at a permitted disposal location or City-designated site. o Burning is prohibited unless specifically approved. o Comply with all local and environmental regulations. F. Grading: 1.Grade and Shape Subgrade - Access Drive o Proof-roll subgrade to identify soft or unstable areas. o Undercut unsuitable material and replace with compacted fill as directed. o Shape subgrade to required alignment, grade, and cross-slope. o Compact subgrade. 2. Grade Parking Lot and Firing Line Pad to Design Elevations o Fine grade surfaces to ensure smooth transitions and proper drainage. o Establish slopes to prevent ponding (minimum 1-2% slope). o Compact final surface to provide a stable base for future surfacing. 3. Additional Grading - Range Corridor for Positive Drainage o Perform grading to eliminate low areas and promote runoff. o Shape terrain to direct water away from firing line and berms. o Maintain stable slopes and prevent erosion-prone conditions. 4. Additional Grading - Strike Berm (East End) o Grade area to improve drainage and eliminate ponding. o Blend slopes into existing grades smoothly. o Stabilize disturbed areas to prevent erosion. 5. Final Grading and Site Stabilization o Perform final grading across all disturbed areas. o Establish smooth transitions between constructed features. o Stabilize with seeding or other approved erosion control measures. o Ensure site is left in a safe, neat, and functional condition. G. Prepare Access Drive for Future Surfacing o Fine grade subgrade to a smooth, uniform surface. o Establish proper crown or cross-slope (typically 2%) for drainage. o Ensure subgrade is stable, compacted, and free of rutting prior to aggregate placement or future paving. H. Furnish, Haul, Place & Compact Clean Fill - Parking Lot & Firing Line Pad o Provide approximately 2,000 CY of clean structural fill. o Compact fill. I. Install Road Bed at Base of North Berm o Excavate and prepare subgrade along berm toe. o Place and compact suitable base material or aggregate as specified. o Provide adequate width and thickness for maintenance vehicle access. o Ensure positive drainage away from berm. o Install on a prepared bedding layer (minimum 6 inches compacted sand or fine aggregate). o Ensure proper alignment and slope for drainage flow. o Backfill and provide inlet/outlet stabilization (riprap or equivalent). Compliance with Regulatory Requirements o Comply with all applicable local, state, and federal regulations. o Obtain and adhere to permits as required. o Implement erosion and sediment control measures (BMPs). o Maintain compliance throughout construction. Mobilization & Demobilization o Include all costs associated with: o Transport of personnel, equipment, and materials o Site setup and temporary facilities o Project closeout and removal of equipment o Restore staging areas to pre-construction condition or better. Option #1 Furnish aggregate for Parking Areas, Access Road, and Berm Road o Provide and compact approximately 1,160 CY of aggregate base material (e.g., crushed limestone or approved equivalent). o Typical compacted thickness: 6-8 inches unless otherwise specified. o Grade to smooth, stable driving surface.
