The project consists of the construction of a 1,500,000-gallon composite elevated water storage tank. Sealed bids will be received for a single prime contract, on a lump sum basis. Bids may be delivered by any means except electronically; fax or email bids will not be considered. Bidders must ensure their bid is received by the specified time or it will not be considered. A performance and payment bond from a surety company authorized to do business in Arkansas, in the amount of the contract, is required for contracts exceeding $20,000. Bid security, in the form of a cashier's check drawn on a bank or trust company doing business in Arkansas, or a corporate bid bond in the amount of five percent (5%) of the bid amount, must be submitted with bids exceeding $20,000. Contractors must be properly licensed for this activity prior to submitting a bid and must provide proof with their bid (State contractor's license number). Arkansas prevailing wage laws will apply as appropriate. Bids may not be withdrawn within 90 days of opening. Bidders are required to provide a certificate regarding Equal Employment Opportunity, as applicable. Participation of disadvantaged, minority, and woman-owned business enterprises is encouraged. The City reserves the right to reject any or all bids, to waive any formalities, and to accept the bid that is in the City's best interest. A pre-bid conference will not be held. Bid security must be furnished according to the Instructions to Bidders.
