Renovation of a multi-residential development in Dracut, Massachusetts. Completed plans call for the renovation of a multi-residential development.

The project consists of shingle roof replacement at three residential buildings (Buildings A4, B3, and B4) at 65 Phineas Street Housing Development. All related work as shown on the drawings and in the project manual is included. Bids must comply with M.G.L. c.149 44A-J, minimum wage rates as required by state law, and the Federal Davis Bacon wage determination. Whenever the state prevailing wage exceeds the federal rate, the state rate does not apply. General bids must be received electronically and be accompanied by a bid deposit equal to at least 5% of the greatest bid amount. The requirements of Section 3 of the Housing and Urban Development Act of 1968, additional HUD forms, Chapter 14, and Equal Employment requirements will apply. All bid forms and contract documents will be available electronically at Projectdog.com, Project Code 873676. Persons who want hard copies will be responsible for all printing costs. Question Deadline 04/09/2026 Any prospective bidder desiring an explanation or interpretation of the solicitation, specifications, drawings, etc., must request it at least 7 days before the scheduled time for bid opening. Requests may be oral or written. Oral requests must be confirmed in writing The work under the Contract consists of: 1. The Phineas Street Housing development consists of 8 one-story Residential Buildings and one Community Building. The Community Building roof was replaced in 2023 and Residential Buildings A1, A2, A3 & B2 were replaced in 2025 - these Buildings are NOT included in this project. The Residential Buildings are of wood frame construction with vinyl siding and pitched shingle roofs. There are two (2) building configurations, Type 'A' & Type 'B'. Type 'A' Buildings consists of 8 dwelling units with seven (7) shed roof clusters with asphalt shingles. Type 'B' Buildings consists of three (3) dwelling units with three (3) shed roof clusters with asphalt shingles. The contractor is made aware that roofing bulk sampling for asbestos was performed. Asbestos test results indicate NO asbestos-containing materials in the roof shingles and roofing felt, the LHA has a copy of the Test Report for review. The Project includes of replacement of all shingle roofing at three (3) Residential Buildings, consisting of one (1) Type 'A' Building (A4) and two (2) Type 'B' Buildings (B3 & B4), including but not limited to the following: a. Remove and dispose of all existing shingle roofing at all pitched (shed) roofs, including all associated felt paper, ice sheets, flashing, metal work, etc. Down to the existing wood substrate. b. Check all roof sheathing and replace where necessary as directed by the architect, for bidding purposes, assume replacement of 192 square feet (6 sheets of plywood) of deteriorated plywood roof sheathing. c. Furnish and install new self-adhering leak barrier - 2 courses at all roof eaves, as shown on the drawings. d. Furnish and install new asphalt roof shingles at all pitched shed roof clusters, including new aluminum drip edges, roofing felt, vent collars, high eave vents, bathroom & attic exhaust vents, and all related work as shown on the drawings. e. Re-flashing of all existing plumbing vents. f. Remove and dispose of all existing roof & gutter de-icing cables. Electrical subcontractor shall disconnect, remove, and make safe branch circuit wiring back to the source. g. Re-nail/re-fasten existing aluminum & vinyl cladding as required at all eaves, rakes, etc. h. Existing aluminum gutters and downspouts to remain. Gutters and downspouts are to be protected and returned to operating condition at the end of the work. The contractor will be required to replace any gutters or downspouts damaged during the project. Replacement gutters and downspouts shall be new and match existing. Upon completion of roofing, clean out all existing gutters. 2. Existing roof shingles and leak barriers (ice & water sheets) along roof edges shall be carefully removed, cleaned, and prepared as required for installation of new leak barrier in accordance with manufacturer's instructions. To facilitate removal work, the contractor may elect to cutout existing roof sheathing along roof edges and replace with new sheathing to match existing at no additional cost to the owner. 3. Disposal of all items above at a legal off-site dump in accordance with all laws, ordinances, rules and regulations pertaining to the disposal of materials from the job site. All areas are to be swept clean of nails and debris. 4. All work either shown on the drawings or included in the specifications unless specifically indicated as not to be done.
