The project involves the mill and overlay of streets as selected by the City. Bids must include a completed bid form, a 5% bid security in the form of a Bid Bond, and an E-Verify affidavit with supporting information. The successful bidder must provide insurance naming the City as additional insured (including products and completed operations), comply with prevailing wage requirements where applicable, provide a performance bond and a maintenance and guarantee bond each for 100% of the project cost (for projects over $50,000), and a payment bond for projects in excess of $50,000. Contractors must enroll in the Federal Work Authorization (E-Verify) Program and provide affidavits confirming compliance and the non-employment of unauthorized aliens. Safety training per OSHA or a state-approved equivalent is required for all on-site employees, to be completed within 60 days of project start, with 20 days allowed to provide documentation if not presented on site. Proof of lawful presence, American products provision (if applicable), and the transient employer provision (for out-of-state employers) are also required.
