This sources sought announcement is issued for market research purposes only to identify potential qualified concerns capable of performing navigation improvement, dredging, and placement of dredged material under NAICS 237990, Other Heavy and Civil Engineering Construction. No solicitation is available at this time and no awards will be made based on responses to this notice. Any future competitive solicitation resulting from this market research will be posted on SAM.gov, at which time all interested offerors will have an opportunity to respond. The proposed work combines two navigation projects into a single contract for efficiency and scheduling purposes. The first project is the Gravesend Bay Anchorage in the Lower New York Bay, where the purpose is to deepen the anchorage from -47 feet Mean Lower Low Water (MLLW) to -50 feet MLLW and to widen the anchorage and its approaches to accommodate a greater number of larger vessels. This work includes dredging approximately 1,000,000 cubic yards of material, with all dredged material to be placed at the Historic Area Remediation Site (HARS). The second project is located in the Arthur Kill Channel between Staten Island, New York and mainland New Jersey. The purpose of this work is to remove navigational restrictions and hazards associated with remaining underwater foundations from the former Goethals Bridge dolphins that were not completely removed during bridge replacement. These remnants constrict the channel and pose hazards to navigation. The project also includes deepening the channel in the immediate vicinity of the removals from -35 feet MLLW to the authorized depth of -42 feet MLLW. Approximately 15,000 cubic yards of dredged material, debris, and concrete associated with the dolphin foundations will be removed and placed at an upland location. Responses to this sources sought announcement will be used by the Government to assess industry capabilities and to support acquisition planning decisions. Both large and small businesses are encouraged to respond if interested in performing this work. Respondents are requested to provide detailed information regarding business characteristics, relevant dredging and navigation project experience, available equipment and production capacity, anticipated subcontracting approach, and overall capability to perform the work within Federal Fiscal Year 2027. All work, if solicited in the future, will require compliance with applicable local, state, and federal laws, permits, and regulations. The Method of Contractor Selection has not been determined at this Time.
