Renovation of a military facility in Menomonie, Wisconsin. Completed plans call for the renovation of a military facility.

This project is being let using the single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders. In general, the work consists of: mechanical, electrical, and plumbing upgrades along with associated architectural work at the Menomonie Readiness Center in Menomonie, WI. Upgrades include removal of the facility's existing Kewanee natural gas boiler and replacement with two new high efficiency condensing boilers and ancillary piping, primary and secondary pumps, and controls. Office Packaged Terminal Air Conditioners (PTACs) will be removed and replaced with split system air handling units. The existing R-22 condensing units will be removed and replaced with new condensing units and refrigerant piping utilizing DOE compliant refrigerant such as R454B and/or R-32. A new building automation system will be added to control HVAC systems and equipment throughout the facility including air handlers, boilers, pumps, and terminal equipment. Architectural work including cutting and patching will also be required to accommodate the mechanical upgrades. Plumbing upgrades include removal of the facility's existing water heater and water softener, and re-placement with a new tank-style, high efficiency water heater and water softener. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. Event bid note: US Mail or Third-party delivery (UPS, Fedex, or DHL) to State of Wisconsin, Administration Building, 7th Floor, 101 East Wilson Street, Madison, Wisconsin 53703; or Hand delivery to the drop box labeled SEALED BIDS ONLY in front of the State of Wisconsin Administration Building located at 101 East Wilson Street, Madison, Wisconsin 53703. No verbal explanation or instructions will be given in regard to the meaning of the drawings or specifications during the bid period. Bidders shall bring inadequacies, omissions or conflicts to the Architect/Engineer's attention at least ten (10) days before MEP bidding commences. Question Deadline 05/08/2026
