The City of Vancouver (“the City”) is issuing this Request for Expressions of Interest (RFEOI) to prequalify qualified Heavy Civil and Marine Contractors for the upcoming Cambie Shoreline Rehabilitation (CSR) Project (“the Project”). This RFEOI is a project specific prequalification intended to accelerate contractor selection for a multi-disciplinary civil, marine and intertidal construction project. Only contractors prequalified through this RFEOI will be invited to participate in a subsequent Invitation to Tender (ITT) for the construction phase. The CSR Project is located along the southern shoreline of False Creek, between the Cambie Street Bridge and Hinge Park. The shoreline is currently supported by a deteriorated steel sheet pile wall, which has reached the end of its service life. A critical combined sewer overflow (CSO) outfall is located through the sheet pile wall and requires full replacement. Construction work may include: Removal and disposal of the existing elements of the steel sheet pile wall system and sewer outfall, along with earthworks (incl. potentially contaminated soils disposal); Supply and placement of various fill materials to achieve a stable shoreline slope extending to the seabed; Dredging of the seabed adjacent to the shoreline with potential off-site disposal of contaminated materials; Construction of sub-tidal, intertidal, and riparian habitat features including planting; Large diameter sewer outfall replacement construction including a new maintenance hole, headwall, and outlet channel which may require a cofferdam or other isolation works; Sewer crossing of existing infrastructure including the seawall pathway which may warrant trenchless construction; Temporary by-pass pumping and connection to the existing combined sewer overflow; and Repairs and/or replacement to any adjacent City infrastructure that may have been altered and/or damaged during the Project.
