The Town of Waterford is seeking proposals and pricing quotations from qualified contractors for on-call services for various minor repairs or new construction related to town infrastructure. Work may include open cut or no-dig repair or replacement of sewer piping (CIP, DIP, PVC, concrete), spot lining, segmented lining, or gel injection repairs; repair or replacement of sewer manholes or components; installation of sewer laterals on public property; assistance to WUC staff with equipment or personnel at field locations or pumping stations; repair or replacement of DPW storm water pipes, catch basins, and related infrastructure; repair of water pipes or other waterworks at Town-owned properties; and other minor repairs to infrastructure as requested by WUC or other Town departments. Work may take place at various locations within public streets, rights-of-way, off-road easements, or other Town properties and must comply with the relevant construction standards and specifications. The contract is non-exclusive and for projects valued at less than $35,000 each, though this may be exceeded in emergencies. Contractors should provide all labor, supervision, equipment, tools, miscellaneous materials, and technical expertise required to complete the work. All supervision, labor, equipment, technical expertise, and safety equipment must be provided to complete the requested work, with compliance to all applicable codes, regulations, and safety standards required. Proposals must be submitted per the specified format and must include all required attachments, forms, and certifications. Pricing must include all costs related to the work. Daily reporting and appropriate traffic control must be provided as specified for each project. Bidders must be registered, licensed contractors in the State of Connecticut with all necessary permits for the work assigned. No performance or payment bond is generally required, though some work may require it per department or state requirement. Contractors are expected to maintain a regular schedule and provide advance notice prior to commencing work on Town property.
