Site work and new construction of a water / sewer project in Lyman, South Carolina. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
**Per Addendum 2 the bid date has been extended from 05/05/26 to 05/12/26** Construction of a new 7.5 million-gallon prestressed concrete finished water storage reservoir located at 161 Groce Road, Lyman, South Carolina. The work includes a reservoir manufacturer designed AWWA D110 Type II prestressed concrete water tank and foundation system; 30-inch ductile iron influent and effluent piping; 10-inch ductile iron drain piping; 24-inch ductile iron overflow structure and piping; foundation drain system; reservoir accessories such as exterior and interior ladders, access hatch, vent, handrailing, and fall protection system; reservoir effluent flow meter vault; finished water sample pumps and piping; cleaning and disinfection of the new and existing finished water storage reservoir; coating; electrical; instrumentation and controls; sitework including excavation, rock removal, grading, and new perimeter fencing; erosion control; and all related accessories and appurtenances. Bids must be on a lump sum basis with deductive alternate bid items as indicated in the Bid Form. All bids must comply with the Bidding Documents from the Issuing Office. Federal funding applies, so federal contracting requirements, including American Iron and Steel (AIS) requirements, Build America Buy America Act (BABAA), Davis-Bacon Labor Standards, and Disadvantaged Business Enterprise (DBE) Good Faith Efforts employment requirements must be met. Contractor and all subcontractors must maintain active SAM registration for the project. Bidders must be licensed contractors in South Carolina with the specified classifications and must include a completed Qualification Statement with the bid. Bid security of 5% of the bid price is required, and the successful bidder must furnish performance and payment bonds for 100% of the contract price. Bids must remain valid for 90 days. The SJWD Water District reserves the right to reject any or all bids and waive irregularities. EPA GRANT NO. 03D28924 Question Deadline 04/30/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. *The value for this project is based on a financial range of $8,000,000 to $10,000,000. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
