Bid is cancelled The Chino Valley Unified School District is requesting sealed bids for the Cortez Elementary School Waterline Replacement project. Bids must be submitted on district-provided forms and delivered to the Purchasing Department. The contract period is 72 calendar days from the Notice to Proceed. Compliance with the California Uniform Public Construction Cost Accounting Act (CUPCCAA) is required. All contractors must be on the District's approved contractor list. Attendance at a mandatory jobwalk is required for all bidders; failure to arrive on time or to attend the entire meeting will result in the bid being considered non-responsive. Bids must conform to the Contract Documents, and a list of designated subcontractors must be provided. The District allows for substitution of securities in lieu of retention. Bid security in the amount of at least 10% of the bid is required as a guarantee that the bidder will enter into the contract and provide all necessary bonds and insurance. Separate payment and performance bonds for 100% of the contract amount are required. The prevailing wage must be paid in accordance with state law, and certified payroll records must be submitted. Bids cannot be withdrawn for 90 calendar days post-opening. Compliance with Disabled Veteran Business Enterprise (DVBE) requirements and submission of related forms is required. Requests for product substitutions must be made at bid time using the Substitution Request Form. Bidders are responsible for timely delivery of their bids and the District is not responsible for mail or delivery issues. No fax or phone access is available for bidders at the District premises. The District reserves the right to reject any or all bids or waive irregularities or informalities in the bidding process. Pre-qualification requirements: Each bidder must be a licensed contractor under the California Business and Professions Code with a valid and active Class A or B California State Contractor's License at the time of bid and for the duration of the contract. Subcontractors must be licensed for their trades. Prospective bidders must submit prequalification documents using District-provided forms and be approved by the District by the specified deadline. Bids will not be accepted from contractors who have not been prequalified or whose bid exceeds their approved prequalification amount. Contractors and listed subcontractors must be registered and qualified to perform public work under Labor Code Section 1725.5. All contractors must comply with applicable state labor laws and regulations, including the provision of certified payroll records and payment of prevailing wages. Additional requirements apply to DVBE participation and applicable public contract codes for substitutions and listing of subcontractors.
