Reference number: 20132603 Description P25-025 - Electrification and electrical distribution upgrade of the Centre d'exploitation du Vieux-Longueuil (projects 22-0003 & 21-3108) Lot 1: Electrification of the Centre d'exploitation du Vieux-Longueuil Lot 2: Electrical distribution upgrade of the Vieux-Longueuil Operations Centre The work for tender P25-025 consists of electrification (lot 1) and electrical distribution upgrade (lot 2) of the Vieux-Longueuil Operations Centre (CEVL) of the Longueuil Transport Network (RTL). The call for tenders is divided into two (2) separate lots, which are independent. Despite the separate presentation of the lots, they must be considered as an indivisible whole for the purposes of the award. No partial award will be made. The electrification project of CEVL requires the RTL to supply a new 25 kV main power supply. As Hydro-Quebec does not allow two power supplies for the same site, the electrification project involves reviewing the current main supply of the CEVL. The RTL must replace the current power supply for its buildings with a new power supply with its own secondary distribution station. All the work to be done is located at: 1160 Marie-Victorin Boulevard, Longueuil (Quebec) J4G 2M4. Description of Lot 1: Lot 1 consists of the construction, at the rear of the CEVL, of a new electrical infrastructure to allow the supply of charging equipment required for all electrically powered buses. This construction includes one (1) open and unheated outdoor shelter for parking, including the charging of fourteen (14) electrically-powered buses, one (1) medium voltage room, one (1) Hydro-Quebec sectioning room, four (4) unequipped charging rooms, one (1) room equipped with chargers for a canopy, one (1) mechanical room as well as all the necessary civil works including at least massive ones, the storm pipes as well as the water retention system. Description of Lot 2: Lot 2 consists of the construction of one (1) building located in front of the CEVL for the building's generator room as well as an electrical room of the building. The related civil works also include the replacement of electrical panels inside the CEVL. Question and clarification Any questions or requests for clarification from a bidder must be sent in writing to the representatives of the file at least one hundred and twenty (120) hours before the date and time scheduled for receipt of bids. Delivery schedule Start and end date of the Works Work must begin no later than twelve (12) weeks following contract award. The period granted to the successful bidder for carrying out all the work is a maximum of thirty (30) months following the start of the work. This lead time includes the reserved receipt of work and the deficiency correction period until the unreserved receipt of work. The correction of deficiencies must take place within six (6) months following receipt with reservation of the work. The work may begin only when all the documentation required by the RTL in the tender documents has been handed over to it by the successful bidder, at the latest during the first site meeting, and that this has been approved, or verified if applicable. The successful bidder must allow a review period of 20 working days by the RTL. The work of the two (2) lots is divided into five (5) distinct phases. The first three (3) phases concern batch 1 and must be carried out in sequence. The two (2) other phases concern batch 2 and must be carried out while respecting the phasing restrictions. In addition to these five (5) distinct phases, civil works and the construction of massifs must be carried out in coordination with all the work, respecting the phasing restrictions of this section. The work may begin only when the delivery dates of the critical products, materials or equipment listed in the tender documents attested by their purchase order have been confirmed, reviewed and accepted by the RTL.
