The successful contractor will clear and clean the drainage ditch back to its original parameters. Some projects will require a “snag & drag” approach to remove fallen trees and naturally occurring dams that restrict water flow. Other projects will require excavating leaf litter, debris and sedimentation to restore the original parameters of the ditch. This project is primarily a dredging operation. The existing structure provides drainage for State Route 649 Southside Road and the surrounding area. The flow of water has been impeded by small trees, debris, and some silt. The first part of the maintenance dredging operation will start at State Route 649, approximately 50 feet southwest of Crystal Beach Rd. and follow the contours of the existing ditch for approximately 1,725 feet, terminating at the point this ditch enters the T of the downstream ditch. The second portion of this project starts approximately 75 feet southwest of Taylor Ln and continues approximately 775 feet southeast to the inlet of a culvert that empties into a pond leading to Chesconesssex Creek, for a total length of approximately 2,500 feet. The contractor will be responsible for contacting “Miss Utility” to mark any underground wires prior to beginning work. Using an excavator and hand tools, Part 1 of the maintenance dredging operation will be approximately 3 to 4 feet wide and level with the base of the roadside ditch at State Route 649. Part 2 will be approximately 7 to 8 feet wide and level with the base of the roadside ditch at State Route 649. The excavation will not exceed the boundaries of the existing ditch. Soils and debris removed will be deposited along the sides of the ditch along previously dug berms and excavations wherever possible and breached 5ft every 50 ft. No side ditches or streams will be blocked during this maintenance project. The selected contractor shall give the storm drainage program coordinator 24 hours’ written notice before beginning work. All work shall be done according to the specifications provided, and any deviations must be pre-approved by the storm drainage program coordinator. Work is to be performed on weekdays, Monday through Friday. All work shall be completed within 30 days of the issue of the Purchase Order/Notice to Proceed. Instructions to bidders: By signing the provided form, the bidder or offeror certifies, acknowledges, understands, and agrees to be bound by the conditions set forth in the RFQ and the General Terms & Conditions and Instructions to Bidders. Labor, materials, and equipment required to fulfill the scope of work must be included in the proposal. Quotes must remain valid for 90 days. All work must be performed on weekdays. The contractor is responsible for utility marking and must coordinate with County personnel for site visits, which are non-mandatory but recommended. Contractors may only visit the project site when accompanied by County personnel.
