Site work, paving and new construction of a mixed-use development in Detroit, Michigan. Conceptual plans call for the construction of a one-story above grade recreation facility; one-story above grade clubhouse / community center; two-story above grade, 982-acre multi-residential development; and one-story above grade retail development.
A private development group led by Rodney Lockwood proposes transforming the 982-acre Belle Isle property in Detroit into a large-scale mixed-use community envisioned as a “city within a city.” The concept includes high-income residential development, retail, entertainment, and supporting infrastructure for up to 50,000 residents. The plan would operate under a long-term lease with the City of Detroit, with investors committing a $1 billion upfront payment and $50 million annually, and projecting approximately 46,000 permanent jobs, prioritizing Detroit residents. As of August 12, 2026, the project is in planning. The project was recently announced in the press. Information regarding the architect and general contractor has not been disclosed.
