Bids are requested for Water System Improvements - Phase IV in the City of St. Anne, Kankakee County, Illinois. The project is expected to be partially funded by a loan from the Illinois Environmental Protection Agency and is subject to various regulations, including the Procedures for Issuing Loans from the Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act, and "Build America, Buy America Act" requirements. The procurement is also subject to the loan recipient's policy for the increased use of disadvantaged business enterprises, requiring bidders to undertake specific affirmative efforts at least sixteen days prior to bid opening. Plans and specifications can be obtained from Piggush Engineering, Inc. for a nonrefundable fee for hard copies, while electronic documents are free. Bids must be submitted as hard copies, signed, and accompanied by a bid security of not less than five percent of the bid amount.
