As of May 07, 2026, the project was awarded to Rogers Group, Inc., with an awarded amount of $2,984,029.25. Sealed bids in duplicate are wanted for the construction of road improvements at Old Highway 20 and County Line Road, known as Project No. 71-26-SP21. The project consists of approximately 1.5 miles of new 3-lane roadway off County Line Road to support new retail. Work includes approximately 20,000 cubic yards of borrow excavation, 2,200 linear feet of storm pipe, 40 storm drainage inlets, 7,000 linear feet of underground electric, 3,000 linear feet of sanitary sewer, 3,000 linear feet of water main, 3,500 tons of asphalt, 5,000 linear feet of curb and gutter, 3,000 square yards of concrete sidewalk, street lighting, and landscaping. Separate sealed bids are to be received at City Hall. Bids must be sealed and be accompanied by an original signed, dated and sealed Bid Bond of not less than five percent (5%) of the total shown on the schedule of prices, but not exceeding $10,000. Pricing must be submitted using the provided file in Excel format on a thumb/flash drive, included with the original bid packet and two signed hard copies. Bids must be submitted from the file provided and downloaded from the City of Huntsville's website. No contract may be awarded to anyone who does not possess a valid general contractor's license and the required classification for the municipal type work (State of Alabama Classification of (HS) Highways & Streets or (MU) Municipal & Utility). The general contractor's license and classification must appear on the outside of the bid envelope with the general contractor's name and address, project name and number, and date and time of bid opening. In determining the successful bidder, the Owner will consider in addition to bid prices, such responsibility factors as characteristics, skill, experience, record of integrity in business, and of performance offered and past record of performance on Owner contracts on other similar projects. The Owner reserves the right to reject any bid where investigation of the bidder's business and technical organization does not satisfy the Owner that such bidder is qualified to perform the work. The Beason-Hammon Alabama Taxpayer and Citizen Protection Act is applicable. As a condition for award and a term and condition of the contract, any business entity or employer that employs one or more employees shall not knowingly employ, hire, or continue to employ an unauthorized alien within the State of Alabama, and must participate in the E-Verify program.
