This is a Request for Proposal (RFP) to establish a multi-year contract for catch basin and drainage system cleaning on state trunklines in Oakland County. Services include inspecting, documenting observations, and cleaning drainage structures located within specified State of Michigan right of way locations. Bidders are instructed to read all RFP materials prior to preparing a proposal, following the provided Proposal Instructions, and responding completely to the items indicated in the RFP Structure and Documentation table. References and links to external sources may not be used instead of providing information requested in the RFP. The bidder’s company name must be included in the header of all submitted documents. All documents and information submitted as part of a proposal will become public record immediately upon receipt. Proposals may be posted on the State’s publicly available website after bidders are notified of the award recommendation. Bidders must submit the Confidential Treatment Form, Vendor Questions Worksheet, responses to Schedule A (Statement of Work), Schedule B (Pricing), and Schedule D (Equipment List) by the proposal deadline. Proposals must be submitted electronically through the specified website, and price proposals should be saved separately from other documents. All documents must be submitted in a modifiable (native) format, though PDF copies may also be submitted. Attachment file size is limited to 30 MB per document. Responsibility for a complete submission lies with the bidder. The evaluation process is based on a pass/fail review of required forms and responses. Contact with anyone other than the Solicitation Manager regarding the RFP may result in disqualification.
