Site work for a water / sewer project in Jefferson Township, Ohio. Completed plans call for site work for a water / sewer project.

Sealed bids will be received for furnishing all the necessary labor, materials, equipment, tools, and services for the "Sanitary Sewer Cleaning & CCTV Program 2026" for the Jefferson Water and Sewer District, Franklin County, Ohio. The project includes, but may not be limited to, cleaning and CCTV inspection of sanitary sewer pipes of varying diameters (8", 10", 12", 15", 18", 24"), with an approximate total of 71,326 linear feet. Actual estimated quantities for these and all other items are listed on the proposal forms. Bids must be submitted on the designated Bid Proposal blanks, sealed, and clearly marked for the project. Each bidder is required to furnish a Bid Guaranty and Contract Bond, provide evidence of experience on similar projects, and ensure nondiscrimination in employment. The owner requires the project to be completed by November 31, 2026. All contractors and subcontractors are encouraged to use Ohio products, materials, services, and labor as practicable, and comply with equal employment opportunity requirements. Submit Bids To: jefferson Water & Sewer District Attn: Eric Ash, Operations Manager 6455 Taylor Road Blacklick, Ohio 43004 Jefferson Water & Sewer District is accepting bids by Contractors to perform Sanitary Sewer Cleaning & CCTV Services for approximately 71,000 linear feet of sanitary sewer lines located inside the JWSD service area. JWSD has identified specific sanitary sewer segments and reserves the right to substitute alternate pipe segments if a planned pipe segment is not able to be inspected. Lines to be inspected using CCTV are shown on the attached map. TV Inspections of Sewer Pipelines: o Assess the condition of the indicated sanitary gravity sewer pipes. o Closed-circuit television (CCTV) of selected gravity sewer pipes using the National Association of Sewer Service Companies (NASSCO) industry standard Pipeline Assessment and Certification Program (PACP) forms and coding. o Creation of a digital submission of sewer inspection data, videos, photos, and reports on portable external hard drives. o Provide a visual and written record of internal pipeline features including general information, overall condition, wastewater depth, structural integrity, and significant defects. o See full CCTV definitions and requirements in Special Specifications Section 330130.16 "TV Inspection of Sewer Pipelines" provided in this ITB. Cleaning: o Cleaning includes proper high-pressure water jetting, rodding, bucketing, brushing, and flushing of sewers and manholes prior to inspection by closed circuit television. o Clean all sewers to remove debris, roots, deposits, and other blockages to a minimum of 95 percent open. Perform sewer cleaning work to an acceptable level as necessary to perform a thorough television inspection of sewer. If pipe condition is such that cleaning may cause a potential collapse, then pipe shall be televised without attempting to clean it to 95 percent condition, pending approval by JWSD Point of Contact ("POC"). o Remove and dispose of sludge, mud, sand, gravel, rocks, bricks, grease, roots, sticks and similar sewer debris from the interior of the sewer pipeline and manholes. o Contractors will be required to notify residents in the work area forty-eight (48) hours prior to high pressure cleaning. o See full Cleaning definitions and requirements in Special Specifications Section 330130.41 "Cleaning of Sewer Pipelines" provided in this ITB. Transportation and Disposal of Contaminated Materials: o Furnish all labor, supervision, materials, tools, equipment, permits, insurance, and services required to stockpile, handle, transport, and dispose of sewer debris. Materials include miscellaneous debris encountered from cleaning existing sewer piping, manholes, and structures. o Take ownership of the sewer debris removed as a part of this project according to the specifications described herein. o Test sediment and debris measured for payment using the EPA Paint Filter Test to (EPA9095B) to verify that debris is dry and confirmed free of liquid. o See Full Transportation & Disposal definitions and requirements in Special Specifications Section 026129 "Transportation and Disposal of Contaminated Material" provided in this ITB.
