The scope of work includes all engineering, design, fabrication, testing, packaging and delivery of major electrical equipment and its accessories, including manufacturer's field services at the job site. All work must be completed between July 1, 2028, and October 1, 2028. Instructions to bidders: Bidders may submit sealed bids electronically or in person. Electronic bidders must register online as a potential supplier and submit all required documents in one combined PDF file with bookmarks, as well as one hard copy by mail. Mail bidders must include one hard copy with all documents in a combined PDF file with bookmarks and provide an electronic copy on a USB flash drive. Only a bid bond, certified check, or cashier's check is accepted as bid security, with electronic copies of both sides of the check or bid bond required for electronic bids. Each bid must be signed, and a corporate resolution or written evidence of authority for the signatory must be included. Bids must be submitted on the provided bid form and accompanied by a certified check, cashier’s check, or bid bond of 5% of the base bid plus additive alternates. The successful bidder must provide performance and payment bonds in the full contract amount. Bids are valid for 45 calendar days after opening, and the lowest responsible and responsive bid in compliance with bid documents will be selected. The right to reject any and all bids is reserved. Bidders are encouraged to utilize disadvantaged business enterprises (DBEs) in procurement and sub-contracting.
