Site work for a transportation facility in Martin, South Dakota. Completed plans call for site work for a transportation facility.
Project work consists of but is not limited to the following: Apron Reconstruction and Taxiway Realignment will consist of pavement removal, excavation, grading, aggregate base construction, asphalt paving, pavement marking, storm drainage, seeding, and electrical work. Construction for this project shall be completed by October 1, 2027 for all bid schedules. Each bid in the amount of $100,000.00 or more must contain a certified check or a cashier's check for five percent (5%) of the amount of the highest overall bid sum, issued by a state or national bank, payable to the purchasing agency or to an officer of the City of Martin. Alternatively, a bid bond for ten percent (10%) of the amount of the bid, issued by a surety authorized to do business in South Dakota, is acceptable. Contractors must comply with the federally required provisions, including Buy American Preference, Civil Rights - Title VI Assurance, Davis-Bacon Act, Debarment and Suspension, Disadvantaged Business Enterprise, Federal Fair Labor Standards Act, Foreign Trade Restriction, Lobbying and Influencing Federal Employees, Procurement of Recovered Materials, and Prohibition of Covered Unmanned Aircraft Systems (UAS). Bid information submitted as a matter of responsiveness must include: 1) Names and addresses of Disadvantaged Business Enterprise (DBE) firms participating; 2) Description of work each DBE firm will perform; 3) Dollar amount of participation for each DBE firm; 4) Written statement from Bidder or Offeror attesting commitment to use identified DBE firms; 5) Written confirmation from each listed DBE firm that it is participating in the contract as stated; 6) If unable to meet DBE goal, evidence of good faith efforts as specified in appendix A to 49 CFR part 26, including copies of each DBE and non-DBE subcontractor quote submitted when a non-DBE was selected over a DBE. Every bidder must submit the information on the forms provided within five days after bid opening.
