Site work for a water / sewer project in Racine, Wisconsin. Completed plans call for site work for a water / sewer project.
Project involves approximately 12,000 L.F. of 8-inch diameter water main, approximately 1,800 L.F. of 12-inch diameter water main, 850 L.F. of 16-inch diameter water main, various sized diameter butterfly and gate valves, hydrants and leads, public side water service installations and reconnections, construction staking, erosion control, concrete curb and gutter, asphalt and concrete pavement repair, pavement marking, traffic control, and restoration. All work is included in a single prime contract. Bids are to be submitted only through the online electronic bid service QuestCDN.com. To submit a bid, download the project documents from QuestCDN, which will add you to the plan holders list and give access to online bidding. A bid bond equal to at least 5% of the bid is required. The successful bidder must provide performance and payment bonds each equal to 100% of the total bid price and execute a contract in the prescribed form. Prospective bidders must be pre-qualified with the Racine Water Utility or the City of Racine Commissioner of Public Works at least five working days prior to the bid opening. Qualification statements can be found within the contract documents and must be emailed as specified. The work is subject to the requirements of the Racine Works Program, various Wisconsin state statutes, and local codes. Construction time is of the essence and completion delays will be subject to liquidated damages. The project is funded in whole or part by a loan from the Safe Drinking Water Loan Program (SDWLP) and is subject to relevant regulations. Disadvantaged Business Enterprise (DBE) program contractors, including MBEs and WBEs, are encouraged to submit proposals. The prime contractor must make a good faith effort to solicit bids from qualified DBE firms if subcontracting. The work is subject to Davis-Bacon wage rate requirements and all federal-equivalency provisions, including "Use of American Iron and Steel" and "Build America, Buy America Act" provisions. The contracting authority reserves the right to reject any or all bids, waive irregularities, or accept the bid best serving the Racine Water Utility's interests. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all Plan Holder's of Record. Questions received from Bidders that do not, in Engineer's opinion, allow sufficient time to respond prior to the date for opening of Bids will not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
