The contracting authority reserves the right to reject any or all bids, waive irregularities, or accept the bid best serving the Racine Water Utility's interests. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all Plan Holder's of Record.
