REQUEST FOR PROPOSALS - PRODUCTION WELL DRILLING SERVICES Proposals are being accepted for Municipal Drinking Water Well Drilling Services for the Town of Keene Water District No. 2. Minority- and Women-Owned Business Enterprises (M/WBE), Service-Disabled Veteran-Owned Businesses (SDVOB), and Section 3 businesses are encouraged to participate. The project is funded through the New York State Environmental Facilities Corporation (NYSEFC) and the Northern Border Regional Commission (NBRC), and all applicable federal and state requirements will apply. Respondents must submit executed non-collusion certificates and a certificate of compliance with the Iran Divestment Act, signed by the proposer or one of its officers, as required by the General Municipal Law Sec. 103d. Town of Keene, New York, is seeking cost proposals from qualified and appropriately licensed contractors to complete public water supply well drilling, installation, development, and well/aquifer testing services to install one eight-inch-diameter, screened, natural, pack, production well for Keene Water District No. 2. The services provided are to be in accordance with the general specifications as outlined in this RFP. The Town of Keene, New York, is undertaking a project to develop a new groundwater source that is to be designated as Well 4, which is to serve as a mechanical backup source to the Town's current primary source of water (Well 3). The Town is required to develop a new well to comply with regulations of the New York State Department of Health (NYSDOH) and the USEPA, which mandate that public water systems such as the Town of Keene's to have a redundant source of water with sufficient capacity to meet the demands of the system in the event their primary source becomes nonfunctioning for some reason Q/A:- Questions must be received no later than April 22, 2026, by 4:00 pm. Questions submitted outside of Smartsheet or after the deadline will not be considered. Capacity to complete the scope of work within the defined period of performance: June 2026 - November 2026. The MWBE participation goal for this contract is 20%. The Contractor selected to do the work is to install one eight-inch-diameter, screened, natural, pack, production well on Town-owned property off Trail End Road in the hamlet of Keene Valley (Figure 1). The eight-inch-diameter well is to be installed 15 feet from a six-inch-diameter test well that was installed in 2023 to test the productivity and basic hydraulic conditions of the overburden aquifer at this site. Figure 2 is a log showing the final construction details of the test well following installationof a screen assembly at the base of the unconsolidated sediments. A pumping test was conducted on the test well shortly after it was completed. Figure 3 shows the results of the testing that was performed. It is provisionally assumed that the eight-inch-diameter well to be installed will be drilled to acomparable depth and be constructed similarly to the test well. Anticipated design details for the eight-inch-diameter well that is to be constructed are shown in Figure 4, although these may be subject to change depending on subsurface conditions encountered when the eight-inch-diameter well is drilled. Contractor is to provide, among other items, and as needed: well drilling; well construction; sample collection; installation of temporary, minimum 12-inch-diameter casing, permanent 8-inch-diameter well casing, well screen, and a sanitary grout seal; well development; test pumping equipment provision, installation, and assembly and well/aquifer testing and monitoring services; and sourcing and transporting of any materials or equipment necessary to perform these and other services that may be required to complete the work described herein. Drilling of the well shall be completed using the Dual-Rotary, or other acceptable casingadvancement method to penetrate and sample overburden deposits. Air/mud rotary drilling is not acceptable. The screened interval of the well is to be properly developed after the well screen is installed using methods described below. The well will then undergo pumping tests that conform to New York State Department of Health (NYSDOH) and New York State Department of Environmental Conservation (NYSDEC) regulatory requirements for permitting and approval of groundwater sources to be used as public drinking water supplies.
